*The “Hard-to-Count” census tracts are areas within Riverside County that are more likely to have higher rates of not completing and returning the census questionnaire; this is referred to as “nonresponse”. Each census tract was assigned a hard-to-count score based on a range of housing indicators (percent renters, multi-units, crowded housing, lack of telephones, vacancy) and person indicators (poverty, not high school graduate, unemployed, complex households, mobility, language isolation) that are correlated with mail nonresponse. Census tracts with the highest hard-to-count scores had higher values on several or all of the indicators. Conversely, census tracts with the lowest hard-to-count scores had lower values on several or all of the indicators.
