SANTA ROSA ESCARPMENT ORDINANCE OVERLAY
ORDINANCE 348 COMPREHENSIVE REVISIONS AND UPDATE
The Planning Commision held two public meetings on October 27, 2010 and May 25, 2011.

LIBERTY QUARRY UPDATE
On February 16, 2012, the Board of Supervisors voted to tentatively deny the Liberty Quarry appeal and the project with a 3:2 vote. The Board will adopt official denial findings at a future date, which will be the final action on the appeal and the project. The adoption of the denial findings does not require public notice.

WINE COUNTRY COMMUNITY PLAN - ENVIRONMENTAL IMPACT REPORT REQUEST FOR PROPOSALS
The County of Riverside Planning Department is currently seeking technical assistance from a qualified firm with CEQA expertise to:
- 1. Analyze the environmental impacts of the proposed Temecula Valley Wine Country Community Plan, which encompasses approximately 20,000 acres in the Southwestern portion of Riverside County;
- 2. Prepare a draft Environmental Impact Report (EIR 524) pursuant to CEQA, which will programmatically outline the environmental impacts of the Temecula Valley Wine Country Community Plan;
- 3. Support County staff and their consultants in conducting the Traffic and Air Quality studies necessary to complete this EIR;
- 4. Assemble a team of sub-consultants (to be identified in the bid packet) that are qualified to conduct other necessary technical studies for CEQA adequacy; and
- 5. Assist County staff with final EIR preparation and public hearings for the Community Plan.

WINE COUNTRY COMMUNITY PLAN DESIGN GUIDELINES
One of the key components of the Wine Country Community Plan is the review and revision of the existing Design Guidelines. This will ensure it provides the necessary guidance toward accomplishing a common vision for this unique community.
The adoption of the Wine Country Community Plan Streetscapes Design Guidelines by the Board of Supervisors will be considered on December 14, 2010. This Design Guidelines revision is limited to streetscapes design guidance and signage program for the Rancho California Road, and to a smaller degree, on De Portola Road.

2012 CFG FEE INCREASE NOTICE
ZONING ORDINANCE NO. 348 - COMPREHENSIVE REVISION
County Ordinance No. 348 was drafted in the 1940’s. The effort being undertaken is the first comprehensive update in 70 years. In December 20, 1948 the County had only two zones: U (University) and M-3 for everything else.
Over time the County’s zoning ordinance (Ordinance No. 348) grew to include a number of zones, presently containing 39 zoning classifications. Ordinance No. 348 went through numerous band aid amendments that addressed the rural and agricultural nature of the County without a cohesive pattern for development.
The County Planning Department has undertaken the innovative task of updating our land use ordinance to create a modern and user-friendly document that will provide clear direction across the development community for the next generation of land planning in the County of Riverside.

WINE COUNTRY VISION 2020
HEALTHY COMMUNITIES ELEMENT
Riverside County adopted a new Element to its General Plan, the Healthy Communities Element.
The County Planning Department partnered with the Department of Public Health to develop this welcomed and innovative addition to the Riverside County General Plan. The Healthy Communities Element provides a framework for translating the General Plan vision for a healthy Riverside County into reality. The Healthy Communities Element can be found on the Riverside County Public Health's webpage at:

VISTA SANTA ROSA LAND USE CONCEPT PLAN
On June 17, 2008, the Riverside County Board of Supervisors approved the proposed Vista Santa Rosa Land Use Concept Plan for inclusion in the County's 2008-09 General Plan update proposal, and to provide guidance for development proposals in Vista Santa Rosa, prior to the adoption of the GP update, expected to occur in December 2009. The VSR plan will be included in the General Plan update Environmental Impact Report and public hearings before the Planning Commission and Board of Supervisors, all expected to occur during 2009, thereby providing opportunities for public review and input, prior to its adoption with the GP update.
